The Palo Alto County Gaming Development Corporation (PACGDC) mission is to strengthen its communities for future generations by creating partnerships, leveraging resources, and being a catalyst in identifying and supporting community needs.
PACGDC was incorporated September 20, 2004, as an Iowa nonprofit corporation. It is a citizen-based group that was formed to develop an application for a gaming license in Emmetsburg, Iowa, in Palo Alto County, for Wild Rose Casino and Resort™, Emmetsburg.
